A new law to help increase employee training?

We often blog about the importance of employee development, the benefits of having coaching programs, and quite often we give away free content or share inexpensive or free employee training methods.  We offer up this information for several reasons, one it's what we do! We train people, and we have a passion for helping employees and management alike get better and help each other get better.  The second reason, is that we realize training and development is expensive!  We believe every employee has room to grow and that potential to grow (and in turn help the bottom line of your company) shouldn't have to wait till budgets are secured.

This is why I was intrigued when I ran across the brief article below about 2 US senators who are sponsoring a job training expansion bill.  The article read:
Sens. Jeanne Shaheen of New Hampshire and Thad Cochran of Mississippi have introduced legislation they say will help unemployed people find and keep jobs by expanding on-the-job training programs.
Under such programs, employers agree to hire workers that need training in exchange for a training subsidy. Shaheen, a Democrat, and Cochran, a Republican, say the programs have a good track record but are highly underutilized.
Shaheen says Congress should do everything it can to help unemployed workers gain new skills because many of the jobs that have been lost during the recession are not going to come back.
Cochran says the strength of the economy recovery depends on the ability of unemployed workers to adapt to a chancing job market.

What a great concept, this bill should it be enacted will have the obvious benefit of helping those unemployed, but it also gives a tremendous opportunity for employers who wouldn't ordinarily have the opportunity to train their staff.

What are your thoughts on this potential bill? Will this help companies? Will this hurt already training staff? Will a bill like this be beneficial for say a sales team, not just employees who may need computer or trade training?I would love to hear your opinions on the issue, please share your thoughts below.
